Key Updates on ITC Reversal and RCM Liability Statements on GST Portal

New enhancements are being introduced on the GST portal to ensure accurate reporting of Input Tax Credit (ITC) reversals and reclaims, as well as Reverse Charge Mechanism (RCM) liabilities and corresponding ITC claims. These changes aim to improve data integrity and prevent incorrect ITC availment.

1. Electronic Credit Reversal and Re-claimed Statement (Reclaim Ledger)

This statement was launched on the GST portal to facilitate precise tracking of ITC that has been temporarily reversed and subsequently re-claimed. It helps taxpayers ensure correct reporting and minimize errors.

  • Implementation: Started from the August 2023 return period for monthly taxpayers and the July-September 2023 quarter for quarterly taxpayers.
  • Functionality: It captures ITC temporarily reversed under Table 4(B)2 of GSTR-3B and its subsequent re-claim in Table 4(A)5 and 4(D)1.
  • Current System Behavior: Currently, if a taxpayer attempts to re-claim ITC exceeding their available reversal balance in Table 4D(1), a warning message is displayed. However, taxpayers are still allowed to file their GSTR-3B.
  • Opening Balance: Taxpayers were provided multiple opportunities to declare their opening balance for previously reversed ITC that had not yet been re-claimed.
  • Access: This statement can be viewed by navigating to: Dashboard > Services > Ledger > Electronic Credit Reversal and Re-claimed.

2. RCM Liability/ITC Statement (RCM Ledger)

This new statement has been introduced to help taxpayers accurately report and track their Reverse Charge Mechanism (RCM) liabilities and the corresponding ITC claims.

  • Implementation: Started from August 2024 for monthly filers and the July-September 2024 period for quarterly filers.
  • Functionality: It tracks RCM liability reported in Table 3.1(d) of GSTR-3B and the corresponding ITC claimed in Table 4A(2) and 4A(3) of GSTR-3B for each return period.
  • Current System Behavior: A warning message is generated if the ITC claimed in Table 4(A)2 and 4(A)3 exceeds the RCM ledger's closing balance plus the current period's liabilities reported in Table 3.1(d).
  • Opening Balance: Taxpayers were given several chances to report and amend their RCM ITC opening balance.
  • Access: This statement can be accessed via: Services >> Ledger >> RCM Liability/ITC Statement.

3. Upcoming Validation Changes

Soon, the GST system will implement stricter validations to prevent negative values or the availment of excess ITC in both the Reclaim Ledger and RCM Ledger. These validations are designed to regulate ITC claims more effectively:

  • For Electronic Credit Reversal and Re-claimed Statement: The ITC re-claimed in Table 4(D)(1) must be less than or equal to the combined total of the closing balance of the Reclaim Ledger and the ITC being reversed in Table 4(B)(2) of the current GSTR-3B.
  • For RCM Liability/ITC Statement: The RCM ITC claimed in Table 4(A)2 & 4(A)3 must be equal to or less than the combined total of RCM liabilities paid in Table 3.1(d) of the same GSTR-3B and the closing balance of the RCM Liability/ITC Statement.

4. Consequences of Negative Closing Balances

If a taxpayer currently holds a negative closing balance in either the Electronic Credit Reversal and Re-claimed Statement or the RCM Liability/ITC Statement, the system will prevent them from filing their GSTR-3B until the issue is resolved:

  • For Negative Balance in Electronic Credit Reversal and Re-claimed Statement: The taxpayer must mandatorily reverse the excess claimed ITC (equivalent to the negative closing balance) in Table 4(B)(2) of the current period's GSTR-3B. If no ITC is available in the current period, this reversal will be added to the taxpayer's liability for the current period when filing GSTR-3B.
  • For Negative Balance in RCM Liability/ITC Statement: The taxpayer needs to either pay an additional RCM liability equivalent to the negative closing balance in Table 3.1(d) or reduce the ITC claimed in Table 4A(2) or 4A(3) by the amount of the negative closing balance in the current return period.
